Requires the State Building Code Council to conduct financial analyses of all proposed new building codes and standards, and to determine which codes protect public safety versus those that do not

Shifts the council's role from directly adopting state building codes to making recommendations to county governing bodies on which codes should be adopted, amended, or updated

Mandates consultation with developers of commercial and residential projects, in addition to contractor and trade associations, to gather information on cost implications of building codes

Allows the council to hire non-members to conduct required financial analyses

Recommendations must be submitted to counties within two years of a code's publication date; if no recommendation is made, counties may treat this as an endorsement of the new code
