Exempts large cigars and pipe tobacco from Hawaii's unlawful shipment of tobacco products offense when sold directly to consumers aged 21 or older for personal use (not for resale)

Addresses unintended consequences from Act 62 (2023), which restricted tobacco product shipments to combat youth electronic smoking device use but also affected adult consumers of cigars and pipe tobacco

Aligns state law with federal regulations that permit large cigars and pipe tobacco to be mailed via U.S. Postal Service, unlike cigarettes and electronic smoking devices

Amends Section 245-16.5 of the Hawaii Revised Statutes to add the new exemption

Takes effect January 1, 2026
