Adds a new definition of "agricultural tourism" as commercial activity on working farms for visitor enjoyment, education, or involvement, with requirements that tourism be accessory to principal agricultural use (at least 75% farming activity) and not interfere with adjacent farm operations

Expands the definition of "enterprise" to include businesses engaged in agricultural tourism, allowing the Agribusiness Development Corporation (ADC) to provide financial support to farming operations with tourism components

Limits agricultural tourism activities to no more than 25% of total farming operations, with at least 75% dedicated to active crop production or livestock farming

Transfers all rights, powers, functions, duties, employees, and property of the Agricultural Development Division from the Department of Agriculture to the Agribusiness Development Corporation

Protects transferred employees from loss of salary, seniority, benefits, or tenure, and allows civil service appointment without examination if minimum qualifications are met
