Establishes a new "farm cluster housing" incentive allowing landowners or lessees of Important Agricultural Lands (IAL) to apply for county permits to develop, construct, and maintain rental housing for farmers, farm employees, and their immediate families who actively farm on IAL

Farm cluster housing must be on lots of at least 10 acres and occupy no more than 5% of the lot or 10 acres (whichever is less), and units are prohibited from being used as short-term vacation rentals

Requires each county to enact ordinances enabling farm cluster housing on IAL, including exemptions from subdivision requirements and allowing more housing units per lot than standard zoning permits

Extends priority permit processing procedures to farm cluster housing applications, at no additional cost to applicants, when the majority of the applicant's land is designated as IAL

Repeals existing Section 205-45.5 which governed farm dwellings and employee housing on IAL, eliminating requirements that may have been more restrictive than standard farm dwelling definitions
