Extends the deadline for counties with populations of 500,000 or less to collect surcharges on state taxes from December 31, 2030 to December 31, 2047

Allows counties with populations of 500,000 or less to use county surcharge revenues for both transportation infrastructure and housing infrastructure, expanding permitted uses beyond transit-only purposes

Expands the definition of "housing infrastructure costs" to include electrical and communication system improvements for neighborhood redevelopment, in addition to existing categories like water, drainage, sewer, and waste systems

Authorizes counties to establish cost-sharing arrangements with private or public developers for housing infrastructure projects funded by surcharge revenues

Extends the deadline for counties to amend their existing surcharge ordinances to change authorized uses from December 31, 2023 to December 31, 2026
