Establishes a statewide target to reduce total greenhouse gas emissions by 90% below 2005 levels by 2045, with net emissions to be at least 50% below 2005 levels by 2030

Sets sector-specific reduction targets for stationary combustion: 50% by 2030, 80% by 2035, 90% by 2040, and 95% by 2045 (from 2005 baseline)

Sets ground transportation emission reduction targets: 40% by 2030, 70% by 2035, 90% by 2040, and 95% by 2045 (from 2005 baseline)

Adds 12 new definitions to Hawaii Revised Statutes section 225P-2, including "anthropogenic greenhouse gas emissions," "carbon sink," "emission leakage," and "net greenhouse gas emission"

Requires all state agencies beginning January 1, 2026, to consider the impact of their plans, decisions, and procurement decisions on achieving the emission reduction targets
