Amends quorum requirements for the Small Business Regulatory Review Board (SBRRB) from a majority of members "to which the board is entitled" to a majority of members "currently serving on the board"

Establishes a minimum threshold requiring at least five members to constitute a quorum for conducting business and validating board actions

Allows the board to function with vacancies by basing quorum calculations on actual seated members rather than total authorized positions

Takes effect upon approval by the Governor
