Officially designates the Center for Cultural and Technical Interchange Between East and West, Inc. (East-West Center) as the "State of Hawaii Center for Cultural and Technical Interchange Between East and West, Inc."

Exempts the East-West Center from the qualifying standards and conditions of Chapter 42F (grants to private organizations) when receiving state general fund appropriations

Requires the East-West Center to meet specific criteria to receive state funds, including being licensed/accredited, complying with anti-discrimination laws, agreeing not to use funds for entertainment or lobbying, maintaining tax-exempt status, and having an uncompensated governing board with no conflicts of interest

Authorizes the state comptroller and auditor to examine how appropriated funds are used by the East-West Center

Specifies that state support shall not impinge upon the autonomy of the East-West Center or imply state control over its programs or policies, with an effective date of July 1, 3000
