Increases the employer base composite monthly contribution to the Hawaii Employer-Union Health Benefits Trust Fund (EUTF) by 5.2 percent effective January 1, 2026, based on the contribution amount in effect on January 1, 2025

Changes the annual adjustment calculation method to base increases or decreases on the Medicare Part B premium rate from the previous plan year rather than the current year

Requires future annual adjustments to compare Medicare Part B premium rates between the previous plan year and the year prior to calculate percentage changes

Takes effect July 1, 3000 (placeholder date indicating the bill requires further amendment before implementation)
