Extends the deadline for State and county departments/agencies to pay employer contributions to the Employees' Retirement System (ERS) when they fail to submit required reporting information, changing it from the first day of the following fiscal year to one year after the end of the non-compliant fiscal year

Requires the ERS to report annually to the Department of Budget and Finance and legislature on non-compliant departments/agencies, changing the reporting period from the "current" fiscal year to the "previous" fiscal year

Annual reports must include amounts required to be paid under the penalty provisions, anticipated amounts payable in the upcoming fiscal year, and identification of affected state budget programs

Effective date set for July 1, 3000 (placeholder date indicating the bill requires further amendment before implementation)
