Authorizes the Hawaii Medical Board to conduct criminal history record checks on physicians applying for licensure through the Interstate Medical Licensure Compact, enabling Hawaii to serve as a "state of principal license" under the compact

Amends Section 846-2.7, Hawaii Revised Statutes, to add the Department of Commerce and Consumer Affairs to the list of entities authorized to perform criminal background checks for physician licensure and renewal through the compact

Appropriates $25,000 from the compliance resolution fund for fiscal year 2025-2026 and the same amount for fiscal year 2026-2027 for implementation costs, including internal database updates

Without this authorization, Hawaii-licensed physicians seeking to participate in the Interstate Medical Licensure Compact would need to apply through other member states rather than through Hawaii

Takes effect July 1, 2025, with provisions ensuring the amendments survive the scheduled reenactment of Section 846-2.7 on July 1, 2027
