Modifies quarterly net solvency report deadlines for mutual benefit societies, health maintenance organizations, and dental insurers to require submission within 45 days after each of the first three calendar quarters, with fourth quarter reports due by March 1 of the following year

Changes the requirement from "prepare for review" to "prepare and submit for review," clarifying that reports must be actively submitted to the insurance commissioner rather than just made available

Replaces "produce" with "submit" in penalty provisions, making terminology consistent with the new submission requirement

Maintains existing penalties of $100 to $500 per day for organizations that fail to prepare or submit required quarterly net solvency reports

Takes effect July 1, 2050
