Authorizes 25+ state licensing boards and programs (including medical, nursing, pharmacy, psychology, massage therapy, and others) to automatically revoke professional licenses, registrations, or certifications of individuals who are registered sex offenders under Chapter 846E

Requires automatic denial of applications to renew, restore, or reinstate licenses for individuals convicted of sex offenses in Hawaii or other jurisdictions, regardless of whether the conviction is under appeal

Provides licensees 10 days to request a hearing after revocation or denial, with hearings to be held within 30 days and conducted under Chapter 91 administrative procedures

Revocations automatically cease if the underlying conviction is overturned on appeal, though boards may pursue disciplinary action on other grounds

Permanently bars license reinstatement when the victim was a patient or client (including former patients/clients if the relationship was terminated primarily to commit the offense), and requires all final disciplinary orders to be public record
