Establishes the Community Readiness Centers Program within the Hawaii Emergency Management Agency to create facilities providing emergency preparedness training, supplies, basic medical care, medical supply refrigeration, device charging stations, and internet access during and after emergencies

Requires community readiness centers built on empty sites to meet International Code Council 500 standard, capable of withstanding 250 mph winds (category five hurricanes), and be equipped with solar panels and backup battery storage systems

Creates the Community Readiness Centers Special Fund to receive legislative appropriations, interest earnings, and a portion of a renamed petroleum/fossil fuel tax

Renames the "Environmental Response, Energy, and Food Security Tax" to the "Environmental Response, Energy, Food Security, and Resilience Tax" and allocates a portion of proceeds to the new special fund

Directs the agency to work with the Hawaii Earthquake and Tsunami Advisory Committee and State Hazard Mitigation Forum to identify geographic areas suitable for disaster-resistant community readiness centers
