Expands TRICARE health insurance allowances for Hawaii National Guard members activated for more than 30 days in state service to include TRICARE dental and vision coverage in addition to existing TRICARE Reserve Select coverage

Removes rank restrictions that previously limited TRICARE allowances to officers grade O-3 and below, warrant officers CW-2 and below, and enlisted personnel E-6 and below, extending benefits to all ranks

Requires the State to provide TRICARE Reserve Select coverage allowances for eligible dependents of activated National Guard members who are not otherwise covered by health insurance

Maintains existing provisions allowing direct deposit of pay and ensuring minimum daily pay equals ten times the state hourly minimum wage for enlisted personnel
