Removes the statutory cap of brigadier general for the head of the Hawaii Air National Guard, allowing the commander to hold the rank of major general as authorized by the U.S. Department of the Air Force

Grants the Adjutant General flexibility to assign either the Chief of Staff or the Assistant Adjutant General to lead the Hawaii Air National Guard

Authorizes pay and allowances for the Chief of Staff of the Hawaii Air National Guard to be determined according to U.S. Regular Air Force pay tables

Maintains the existing requirement that the Hawaii Army National Guard be headed by an Assistant Adjutant General

Takes effect July 1, 3000 (placeholder date)
