Adds the Head Start State Collaboration Office Director as an ex officio, non-voting member of the Early Learning Board

Requires the board to invite the president of the Head Start Association of Hawaii (or designee) to serve as an ex officio, non-voting member

Maintains existing board composition of 9 voting members: one each from Hawaii, Maui, and Kauai counties; three from Honolulu; and three at-large members

Effective date of July 1, 3000 (placeholder date indicating further action needed)
