Requires the School Facilities Authority (SFA) to consult with the Department of Education (DOE) and other impacted departments or agencies before requesting transfers or leases of state lands

Changes the land transfer process from automatic conveyance upon SFA request to a collaborative consultation process with the controlling department or agency

Allows impacted departments to assess and share information about potential impacts before land is transferred to the SFA

Permits transfer of only an "agreed upon portion" of identified lands rather than requiring full transfer of requested parcels
