Establishes the Climate Mitigation and Resiliency Special Fund, administered by the Department of Defense, to advance projects addressing climate change impacts including mitigation, adaptation, and resiliency efforts

Redirects all interest earned from the Emergency and Budget Reserve Fund to the new climate special fund (instead of being credited back to the reserve fund)

Fund revenue sources include legislative appropriations, fees, government grants, private donations, interest from the Emergency and Budget Reserve Fund, a portion of transient accommodations tax revenues, and interest earned on the fund itself

Appropriates unspecified amounts from the special fund for fiscal years 2025-2026 and 2026-2027 for climate change projects, with unencumbered funds lapsing on June 30, 2028
