Amends Section 266-61, Hawaii Revised Statutes, to clarify exemptions from the requirement that mooring line securing at commercial docks be performed by labor subject to collective bargaining

Exempts government-owned vessels, government-sponsored vessels, training vessels, and fishing vessels from the collective bargaining labor requirement for mooring lines

Maintains existing exemptions for shipyard/drydock work, ship repair and construction companies, and maritime research and development activities

Includes a non-severability clause stating the entire Act becomes invalid if any provision conflicts with federal or state constitutional provisions, laws, rules, or regulations

Takes effect July 1, 3000 (placeholder date indicating delayed implementation pending further legislative action)
