Lowers the legal blood alcohol content (BAC) threshold for driving under the influence from 0.08 to 0.05 grams of alcohol per 100 milliliters of blood or per 210 liters of breath

Redefines "measurable amount of alcohol" as a test result between 0.02 and 0.05 (previously 0.02 to 0.08) grams of alcohol

Adjusts the presumption of not being under the influence from 0.05 or less to 0.02 or less BAC

Requires administrative revocation proceedings to be terminated when a test shows alcohol concentration below 0.05 (previously 0.08)

Applies the new 0.05 BAC threshold to both standard and habitual operating under the influence offenses
