Authorizes the Department of Hawaiian Home Lands (DHHL) to conduct its own historic preservation reviews for projects on lands under its jurisdiction, rather than requiring consultation with the Department of Land and Natural Resources

Requires DHHL to designate reviews to a Hawaiian Home Lands preservation officer with professional qualifications who has received written delegation of authority from the state historic preservation officer

Mandates DHHL provide copies of all reports, maps, documents, and decisions to the Department of Land and Natural Resources for incorporation into the historic preservation digital document management system

Requires DHHL to notify the department when initiating reviews and consult with the appropriate island burial council on projects impacting burial sites

Department of Land and Natural Resources retains review authority for properties listed or nominated for the Hawaii or national register of historic places

Effective date of July 1, 3000 (placeholder date)
