Exempts housing developed by the Department of Hawaiian Home Lands (DHHL) for beneficiaries of the Hawaiian Homes Commission Act, 1920 from school impact fees

Adds this exemption to the existing list of school impact fee exemptions, which already includes senior housing, transient accommodations, nonresidential developments, and Hawaii Community Development Authority projects

Amends Section 302A-1603 of the Hawaii Revised Statutes

Does not affect rights, duties, penalties, or proceedings that occurred before the effective date

Effective date set for July 1, 3000 (placeholder date indicating further legislative action needed)
