Authorizes the Hawaii Public Housing Authority (HPHA) to sell, donate, or otherwise dispose of property abandoned or seized in or around federal public housing projects

Requires HPHA to send certified mail notice to known property owners at least 5 calendar days before disposition, or post notice on premises if owner is unknown

Property valued at $500 or more per item requires public notice in a statewide or local publication and must be sold by public auction; items under $500 may be disposed of at HPHA's discretion

Owners may reclaim property before disposition by proving entitlement and paying all unpaid rent, debts, charges, fines, and handling/storage fees (minimum $25 per day)

Sale proceeds after deductions are first applied to any amounts owed to the State, with remaining funds held in trust for 30 days before being deposited into HPHA's special fund
