Renames the Neighbor Islands Blind and Visually Impaired Service Pilot Program to the Neighbor Islands Blind and Low Vision Service Pilot Program, replacing "visually impaired" with the less stigmatizing term "low vision" throughout Act 253, Session Laws of Hawaii 2023

Extends the deadline for the working group's implementation plan submission from the 2024 legislative session to the 2025 session, due to delays caused by Department of Human Services staff responding to the August 2023 Maui wildfires

Removes the original January 1, 2024 start date requirement for the pilot program while maintaining the July 30, 2029 sunset date

The pilot program serves approximately 2,000 blind and low vision neighbor island residents by providing peer support, sight loss adjustment counseling, mobility training, technology training, and daily living skills through volunteer service corps members

Effective date set as July 1, 3000 (placeholder), with the Act repealing on June 30, 2029
