Establishes the Safe Spaces for Youth Program as a permanent program within the Office of Youth Services, converting the pilot program created by Act 130 (2022) that was set to expire June 30, 2025

Requires safe spaces in each county for youth and young adults experiencing or at risk of homelessness, providing 24/7 services including overnight lodging, meals, showers, medical and behavioral health services, and education/employment support

Mandates collaboration between state and county departments (education, health, human services, law enforcement, judiciary, etc.) to identify homeless youth and coordinate placement at shelters

Authorizes contracts with qualified nonprofit organizations to operate shelters, with youth under 18 required to be housed separately from young adults ages 18-24

Permits shelters to admit youth for up to 90 days without parental or guardian consent and requires annual reports to the legislature 20 days before each regular session
