Repeals the requirement for the Department of Health to approve healthcare providers' plans for retention and preservation of patient medical records before ceasing operations

Amends Section 622-58, Hawaii Revised Statutes, to remove DOH approval authority over medical records disposition arrangements

Requires healthcare providers to make arrangements for medical record retention consistent with federal and state regulations when ceasing operations

Maintains existing retention requirements: medical records must be preserved for 25 years after last entry, or for minors, 25 years after reaching age of majority

Successor entities remain responsible for compliance with medical records preservation requirements when taking over from a provider
