Repeals the birth defects special fund (section 321-426, Hawaii Revised Statutes) and transfers any remaining balance to the vital statistics improvement special fund

Redirects the $10 per marriage license fee that previously went to the birth defects special fund to instead go to the vital statistics improvement special fund

Modifies fee distribution for certified copies of birth, marriage, divorce, or death certificates so the remainder after other allocations goes to the vital statistics improvement special fund instead of the state general fund

Expands the vital statistics improvement special fund to receive fees from both certified copy fees (section 338-14.5) and marriage license fees (section 572-5)

Appropriates an unspecified amount from the vital statistics improvement special fund for fiscal year 2025-2026 for vital statistics program operations, including the marriage license office, effective July 1, 2025
