Clarifies the definition of "manufactured hemp product" in Hawaii Revised Statutes section 328G-1, which was inadvertently made ambiguous by Act 263 (Session Laws of Hawaii 2023)

Expands the definition to explicitly include any product specified in rules adopted by the Department of Health pursuant to section 328G-4, restoring the department's rulemaking authority to regulate new types of hemp products

Maintains that manufactured hemp products include processed products intended for oral consumption (tablets, capsules, powders, softgels, gelcaps, liquids like hemp oil) or topical application to skin or hair

Continues to exclude living hemp plants, viable seeds, leaf materials, and floral materials from the definition of manufactured hemp products

Takes effect upon approval by the governor
