Requires manufactured hemp product distributors and retailers to obtain a certificate of registration from the Department of Health beginning January 1, 2026, with a $50 application fee and $50 annual renewal fee

Mandates that registration certificates be displayed conspicuously at physical business locations and digitally on websites for online sellers

Authorizes the Department of Health to inspect registered businesses, sample and test products, review records, and suspend or revoke registrations for non-compliance

Creates new statutory definitions for "consumer," "manufactured hemp product distributor," "manufactured hemp product retailer," "registrant," "registry," and "sale/sell/selling"

Expands the Hawaii hemp processing special fund to cover costs of establishing and regulating the new registration system for hemp product sellers
