Establishes the Kalaupapa State Historical Area to preserve the Kalaupapa Settlement, educate the public, and commemorate the lives of Hansen's disease residents and those who served them

Transfers the County of Kalawao (Kalaupapa Settlement on Molokai) to become part of the County of Maui, ending its status as a separate county under Department of Health jurisdiction

Currently seven individuals remain on the Kalaupapa Registry receiving state services, with four full-time residents, all aged 83 years or older

Repeals numerous statutory provisions related to patient care facilities, employment, pensions, the Kalaupapa store, fishing exemptions, and county governance, effective one year after the last patient resident passes

Requires the Governor to issue a proclamation affirming the date when the last full- or part-time patient resident of Kalaupapa passes, triggering the statutory repeals and jurisdictional transfer
