Establishes a Universal Immunization Funding Program administered by the Department of Health to provide state-purchased immunizations at federal discount rates to individuals not eligible for other no-cost immunization programs

Creates the Universal Immunization Purchase Special Fund, funded by assessments on health insurers, mutual benefit societies, fraternal benefit societies, and health maintenance organizations based on their number of covered lives (children under 18 and adults under 65)

Requires assessed entities to self-report and pay per-child and per-adult covered life assessments monthly, with 1% monthly compounding interest for late payments and fines up to $1,000 per day for violations

Allows the Director of Health to impose interim assessments for new immunizations or public health emergencies, limited to one per year except during declared emergencies

Appropriates unspecified amounts from general revenues to the special fund for fiscal year 2025-2026, with an effective date of July 1, 3000 (placeholder date)
