Prohibits retailers from selling, offering for sale, or possessing flavored tobacco products beginning July 1, 2026, including products with menthol, fruit, candy, mint, or any flavoring that imparts a cooling or numbing sensation

Bans the mislabeling or marketing of e-liquid products as "nicotine-free" when they contain nicotine

Establishes fines of $100 to $1,000 per violation for retailers, with each day constituting a separate offense; allows seizure and destruction of contraband products at the retailer's expense

Creates 3 full-time positions at the Department of Health (2 program specialists and 1 hearings officer) and appropriates $1,000,000 per year for fiscal years 2025-2026 and 2026-2027 for enforcement

Repeals the existing statewide preemption provision that prevented counties from regulating tobacco sales, allowing counties to adopt stricter local restrictions on tobacco products
