Appropriates $250,000 for fiscal year 2025-2026 and $250,000 for fiscal year 2026-2027 to the Department of Health to establish and operate a free statewide mental health "warm line"

The warm line would provide confidential, nonclinical telephone support for individuals experiencing psychological distress but not actively in danger of harming themselves or others

Differs from crisis hotlines (like Hawai'i CARES 988) in that it serves people who need someone to talk to but are not in immediate crisis requiring licensed professionals or emergency services

Warm lines are typically staffed by volunteers or paid peers with personal experience with mental health disorders

Builds on a warm line the Department of Health established to assist Maui following the 2023 wildfires; effective date July 1, 2025
