Exempts four new Department of Health positions from civil service requirements: the public information officer in the director's office, the federal initiatives operations coordinator in the developmental disabilities division, and two medical directors in the emergency medical services and injury prevention system branch

Exempts seven Hawaii State Hospital positions from civil service: five associate administrators (increased from three) and two project managers

Amends Section 76-16 of Hawaii Revised Statutes to add these positions to the list of state positions not subject to civil service requirements

Amends Section 334-4 of Hawaii Revised Statutes to specifically authorize the director to appoint five associate administrators and two project managers at the state hospital exempt from civil service

Takes effect upon approval by the governor
