Repeals the requirement to transfer the Oahu Regional Health Care System (including Leahi Hospital and Maluhia) from the Hawaii Health Systems Corporation (HHSC) to the Department of Health, reversing provisions established by Act 212 (2021)

Eliminates the transition working group, timeline, and related provisions that were established to complete the transfer by December 31, 2025

Removes the option for HHSC regional systems or facilities to transition into a division or branch under a state executive department, while retaining options to become nonprofit corporations, for-profit corporations, municipal facilities, or public benefit corporations

Repeals Chapter 321, Part XLVI of Hawaii Revised Statutes related to the Oahu Regional Health Care System transition

Requires the Oahu Regional Health Care System and Department of Health to enter into an agreement by December 31, 2025 for the Oahu Regional Health Care System to provide care for low acuity patients in the Department's custody
