Renames the "Children's Mental Health Services Branch" to the "Child and Adolescent Mental Health Division" within the Department of Health and updates terminology throughout statutes to include "adolescents" alongside "children"

Establishes family guidance centers in each county to provide preventative, screening, diagnostic, treatment, and rehabilitative mental health services for children and adolescents through coordination with public and private agencies

Requires the division to submit a statewide child and adolescent mental health services plan to the governor and legislature by 20 days before the 2027 regular session, then every five years thereafter (changed from every four years)

Mandates public hearings on the mental health services plan in each county, with three hearings required in Honolulu, and makes service delivery contingent on availability of state or federal resources

Repeals the biennial progress review reporting requirement previously required under Section 321-176
