Caps medical care payment rates for Hawaii State Hospital patients and psychiatric facility patients under the Director of Health's custody at the lower of the Hawaii Medicaid fee schedule or the provider's billed amount

Authorizes the Department of Health to establish payment rates for long-term care services for patients discharged from the Hawaii State Hospital or other psychiatric facilities to long-term care facilities

Exempts the Department of Health from Chapter 103F (procurement code) when obtaining medical care and long-term care services for patients under the director's custody

Defines "medical care" as examination, diagnosis, and treatment for medical and dental conditions, including outpatient and hospital-based services, appliances, and supplies deemed clinically necessary

Takes effect upon approval
