Establishes a two-year digital youth mental health platform pilot project administered by the Department of Health's Child and Adolescent Mental Health Division, running from July 1, 2025 to June 30, 2027

Requires the division to contract for development of an evidence-based, confidential digital platform providing county-specific resources, mental health education, self-care strategies, and healthy coping strategies for young people

Mandates communication and marketing services including a marketing plan, multi-media ad campaigns, community outreach events, and social media management to promote the platform

Appropriates $500,000 for fiscal year 2025-2026 and $250,000 for fiscal year 2026-2027 from general revenues for implementation

Exempts procurement for development, hosting, and marketing services from standard state procurement requirements under chapters 103D and 103F, and requires reports to the legislature before the 2026 and 2027 sessions
