Authorizes Hawaii counties to enact ordinances enforcing design and construction requirements for accessible parking spaces, including specifications for number, location, design, and signage

Allows counties to establish their own penalties for failure to comply with accessible parking space ordinances

Permits county-appointed officials to enter properties of places of public accommodation to enforce accessible parking ordinances

Repeals the existing state-level penalty structure ($250-$500 fines per day of violation) for non-compliant private entities

Takes effect July 1, 2025
