Appropriates $8,160,000 in general funds for fiscal year 2024-2025 to the Department of Health for construction defect remediation at Hawaii State Hospital's Hale Ho'ola Building

Addresses water leaks in the building's exterior and plumbing systems, as well as mold growth resulting from latent defects in a $140,000,000 design-build contract awarded in January 2018

Covers legal fees and costs of special deputies attorney general related to pursuing accountability from the original contractor

Funds remain available until June 30, 2026, when any unencumbered moneys will lapse

Recommended by the governor for immediate passage as an emergency appropriation under article VII, section 9 of the Hawaii Constitution, responding to staff grievances citing unsafe working conditions
