Adds two new hallucinogenic substances to Schedule I: eutylone (bk-EBDB) and zipeprol

Adds four new stimulants to Schedule I: amineptine, mesocarb, and methiopropamine, while reorganizing the existing stimulant list numbering

Adds zuranolone as a new Schedule IV depressant and removes the separate subsection for fenfluramine, consolidating the schedule structure

Updates Hawaii Revised Statutes Chapter 329 to align with federal Controlled Substances Act amendments as required under section 329-11, HRS, effective upon approval
