Allows retirees of Hawaii's Employees' Retirement System to return to work as investigators for the Department of the Attorney General or Department of Law Enforcement without losing retirement benefits or re-enrolling in the retirement system

Retirants must not have been employed by the State or a county during the 12 calendar months prior to reemployment, and no pre-retirement return-to-work agreement can exist

Requires the hiring department (Attorney General or Law Enforcement) to contribute to the pension accumulation fund to help amortize the system's unfunded actuarial accrued liability

Addresses labor shortages in filling investigator positions in state law enforcement and attorney general offices

Mandates annual legislative reports detailing the employment of retirants in these investigator positions, effective July 1, 2025
