Authorizes the Department of Labor and Industrial Relations to issue orders of wage payment violation to employers who violate wage and hour laws, with employers having 20 days to file a written appeal

Establishes civil penalties for employers who fail to pay wages: unpaid wages plus an equal amount, 6% annual interest from the date wages were due, and a penalty of at least $500 or $100 per violation (whichever is greater)

Creates administrative appeal process with hearings to be held within 30 days of filing an appeal, and decisions rendered within 30 days after the hearing concludes

Allows the director to file final wage payment violation orders in court for enforcement, with resulting judgments having the same effect as court-rendered judgments but with no right of appeal

Expands the definition of "wage" to explicitly include compensation calculated on time, task, piece, commission, or other basis, and deposits collected penalties into the labor law enforcement special fund
