Authorizes the Board of Land and Natural Resources to adopt, amend, or repeal emergency rules for commercial and recreational water sports equipment use for up to 365 days without renewal, compared to the standard 120-day limit for other emergency rules

Adds "ocean user safety" as an explicit justification for agencies to adopt emergency rules under Hawaii's administrative procedures act

Defines "water sports equipment" as any device worn or used by persons in or on the water for pleasure, recreation, or sports that is not primarily for transportation

Grants the Division of Boating and Ocean Recreation adaptive management authority similar to what other Department of Land and Natural Resources divisions already have for aquatic resources, forestry and wildlife, and state parks
