Requires all public land lease extensions approved by the Board of Land and Natural Resources (BLNR) to be drafted using the most current approved lease form, ensuring extensions are subject to contemporary leasing practices and policies

Establishes that when a conflict exists between updated lease terms authorized under Chapter 171 and terms in the original lease being extended, the updated statutory terms shall control

Allows the Board to impose a removal bond on lease extensions to ensure outdated improvements are removed from leased premises at expiration or termination

Responds to findings from State Audit Report No. 19-12 and a 2021 House investigative committee regarding the Department of Land and Natural Resources' special land and development fund

Takes effect July 1, 2040, and does not affect rights, duties, or leases fully executed before that date
