Increases the maximum fine for State Water Code violations from $5,000 to $25,000 per violation, with scheduled increases to $30,000 (2030), $40,000 (2035), $55,000 (2040), and $75,000 (2045)

Establishes a minimum penalty of $50 per violation and clarifies that each day a violation exists constitutes a separate offense

Expands violation categories to include failing to obtain required permits, failing to comply with permit conditions, and failing to comply with water audit requirements

Requires the Commission on Water Resource Management to consider specific factors when imposing penalties, including violation history, economic benefit to the violator, good faith compliance efforts, and degree of culpability

Authorizes the commission to set, charge, and collect administrative fines and recover attorney's fees and costs through legal action
