Caps the central services assessment transfer from the State Highway Fund, Airport Revenue Fund, and Harbor Special Fund at 5% of receipts or $5,000,000, whichever is less

Requires the Director of Transportation to propose annual adjustments to transfer amounts beginning September 30, 2025, based on the Consumer Price Index for All Urban Consumers in the Honolulu area (excluding food and energy)

Allows the governor to approve a zero percent adjustment or no adjustment if the CPI calculation would result in a negative percentage

Transfers from all three funds continue to go to the State's general fund as general realizations

Effective date is July 1, 3000 (placeholder date indicating the bill requires further amendment before implementation)
