Prohibits governmental bodies and public employees from procuring project management services through non-governmental third-party contracts, with an exception for independent verification and validation contracts for information technology services if approved by the chief procurement officer

Defines "project management" as a professional service managing a project's schedule, cost, quality, safety, scope, and function to ensure completion on time and within budget

Temporarily allows (until June 30, 2027) outside contractors who prepared specifications and work statements for Department of Transportation solicitations to bid on resulting contracts if the director determines a waiver is in the State's best interest and the procurement method is federally allowable

Requires the Department of Transportation to submit a report to the legislature within 30 days after the first year of implementation, including a summary of application, benefits to the State, and recommendations on whether the temporary provisions should be made permanent, amended, or repealed
