Removes the requirement that commercial driver's license applicants be domiciled in Hawaii as defined by federal regulations

Requires applicants to provide proof of citizenship or lawful permanent residency as specified in federal regulations (49 CFR section 383.71, as amended October 14, 2021)

Allows Hawaii to issue limited-term non-domiciled commercial learner's permits and non-domiciled commercial driver's licenses to applicants who cannot provide proof of citizenship or lawful permanent residency

Aligns state commercial driver's licensing requirements with current Federal Motor Carrier Safety Administration regulations

Effective date of July 1, 3000 (placeholder date indicating the bill requires further amendment before implementation)
